
Andrew Quinn
Andrew Quinn joined Caltrans as Assistant Deputy Director, Roadway Pricing in October 2022 to develop equitable roadway pricing policy and strategies and to support implementation in partnership with regional and local agencies. He has overseen development of the state's Carbon Reduction Program which will fund conversions of existing lanes to priced lanes, the development of a statewide mobility wallet program to incentivize mode shift, and the coordination of the State Roadway Pricing Working Group. He was previously Deputy Executive Officer in the Office of Strategic Innovation at LA Metro, leading the Partnerships team to create internal and external partnerships to plan, deliver, and implement a wide variety of innovative Metro projects, from the largest such as the Sepulveda Transit Corridor, to some of the smallest including Mobility on Demand: Food Delivery. Prior to joining LA Metro, Andrew worked for the City of Long Beach overseeing park planning and construction and as an urban planning consultant in international development. Andrew earned his BA from Columbia University and his Master's of Urban Planning from New York University.
