Abderrahim Outass is the Vice President of the Casablanca City Council in charge of International Relations and Cooperation, and a Member of Parliament.He is also President of the Sidi Moumen District in Casablanca (550,000 inhabitants), the city’s most populous district.Holding a PhD in Political Science and an engineering degree in Computer Science, Abderrahim Outass is a prominent Moroccan figure — both an entrepreneur and a politician.Since 2003, he has held several key positions within the Municipality of Casablanca and its districts, as well as at the national level, notably serving as Advisor to the Minister of Foreign Affairs from 2014 to 2016.Alongside his elected roles, he has managed several public and private institutions. He notably contributed to the modernization and digital transformation of Morocco’s social security system, and he is a strong advocate for the digitalization and modernization of public services across the country.He is also Vice-Dean of the Higher School of Biomedical Engineering, Health and Environmental Techniques, where he helps strengthen innovation, training, and applied research in sectors essential to Morocco’s development.
