Amy Scarton is the Vice President for Business Development at HNTB Corporation’s Seattle office. Amy joined HNTB in January 2024 and is focused on strategic growth by developing and executing client service plans, external relations plans, and other strategic initiatives for state DOT and rail transit clients.Prior to joining HNTB, Amy served 10 years with the Washington State Department of Transportation (WSDOT) and 13 years in the Federal Government in a variety of congressional and administration roles. She most recently served as the Deputy Secretary of Transportation at WSDOT where she led the development of the transportation department’s strategic initiatives and policy priorities. Serving as the Chief Operating Officer for the agency, she oversaw every mode of transportation and collaborated with the Governor’s office, the state legislature, partner agencies, and the communities they serve to deliver a safe, multimodal, sustainable, and equitable system. Prior to Deputy Secretary, Amy spent 4 years as the director of Washington State Ferries, the largest ferry system in the nation. While there, Amy led the agency’s update to its long range plan, which included both long range capital planning for the ferry fleet and terminals as well as service outcomes and workforce development goals. While in DC, Amy worked for the U.S. Congress and the USDOT in several roles.
