Andrew Fremier is the Executive Director of the Metropolitan Transportation Commission (MTC) and the Association of Bay Area Governments (ABAG), overseeing a consolidated staff of approximately 380. Together, MTC and ABAG serve as the San Francisco Bay Area’s transportation planning, funding, and coordinating agency and its council of governments, representing nine counties and 101 cities and towns. Among their core responsibilities is the development and updating of the region’s long-range transportation, housing, and land-use plan. In addition to leading MTC and ABAG, Mr. Fremier serves as chief executive of several affiliated agencies. These include the Bay Area Toll Authority, which administers toll revenues from the region’s seven state-owned toll bridges to fund bridge operations, maintenance, highway and transit improvements, and transit operating support. He also oversees the Bay Area Housing Finance Authority, which is authorized to place regional housing funding measures on the ballot; the Bay Area Infrastructure Authority, which plans and operates freeway Express Lanes; MTC‑SAFE, which manages the Freeway Service Patrol and emergency call box system; and the Bay Area Headquarters Authority, which manages the San Francisco building housing several regional agencies.Mr. Fremier was appointed executive director in 2023, following nearly two decades as a deputy executive director at MTC. Prior to that, he spent 20 years at Caltrans, leading major bridge and highway programs and serving as Chief Deputy District Director for District 4.Mr. Fremier is a licensed engineer in California and the current president of the International Bridge, Tunnel and Turnpike Association. He holds a Bachelor’s degree in civil engineering from California Polytechnic State University, San Luis Obispo.
