
Annabel Rae-Ann Chang
Annabel Chang is the Director, U.S. State & Local Public Policy and Political Campaigns at Waymo, Alphabet's autonomous driving technology company. A seasoned corporate strategist and attorney, Chang leads the policy and public affairs initiatives critical to expanding autonomous vehicle deployment across cities and states.
Chang holds a Bachelor of Arts from the University of California, Berkeley, and a Juris Doctor from Washington University School of Law in St. Louis. She began her legal and policy career serving as a law clerk in the U.S. District Court for the Northern District of California before transitioning into high-profile tech policy roles.
Prior to joining Waymo, Chang served as Director of Public Policy at Lyft during a transformative era of growth for the ridesharing industry, helping navigate complex state and local regulatory frameworks. She later joined Google, managing key public policy initiatives and state and local government relations.
At Waymo, Chang works closely with transportation authorities, city officials, and local communities to advance safe, reliable, and accessible autonomous transit solutions. She is widely recognized as a prominent voice at the intersection of emerging technology, public safety, and urban mobility.
