
Chelsea Richer, AICP
Chelsea is a principal in the LA office of Fehr & Peers, bringing 15 years of experience managing transportation planning and implementation projects that center transportation equity, data analysis, project evaluation, and community engagement as tools to inform better decision-making and better outcomes. Recently, she has been leading Fehr & Peers’ efforts and involvement in preparing the region for the 2028 Olympic & Paralympic Games, learning from the Paris 2024 Olympics and working on projects like Metro’s Mobility Concept Plan, Caltrans’ Games Route Networking (GRN) Modeling, and development of a Living Model for the Games. She is passionate about systemic change and brings the lens of long-term legacy benefits, climate resilience, and customer experience to everything she does. She has a master's in urban planning from UCLA and a bachelor's in public policy and environmental studies from the University of Chicago.
