As a member of Bilzin Sumberg's Public-Private Partnerships (P3) & Government Contracting team, Diana C. Mendez has over fifteen years of experience counseling real estate developers, infrastructure companies, public utilities, transportation companies, design and engineering firms, IT companies and diverse concessionaires on matters involving public administrative, procurement, and transactional law. She advises clients through all phases of the government procurement process, including teaming arrangements, proposal preparation, responsiveness and responsibility review, minority and disadvantaged business enterprise certifications, contract negotiations, administrative bid protests, and bid protest litigation. Diana’s experience covers some of South Florida’s most complex developments and public-private transactions, including major infrastructure projects, public utilities, mass transit systems and transportation-related assets, and transit-oriented development. She has also represented government contractors in bid protest matters across multiple jurisdictions.Diana serves as Chair of Miami-Dade County’s STRIP (Special Task Force to Reduce Inefficiencies in Procurement). She also serves as Chair of the State and Local Procurement Committee of the American Bar Association (ABA) Public Procurement Section and was appointed as Vice-Chair of the Steering Committee overseeing the revision of the ABA Model Procurement Code.She received her J.D., cum laude, and her M.A., International Relations, from American University. She received her B.A., magna cum laude, from Florida International University.
