
Gloria Roberts
As Caltrans District 7 director, the state agency’s second largest district, Gloria leads more than 2,500 employees who serve 11 million residents in Los Angeles and Ventura Counties. They are responsible for an annual $4-billion capital program that improves, operates and maintains 42 freeways and state highways serving 25% of the state’s population, and provides access to the Ports of Los Angeles, Long Beach and Hueneme. Gloria has been instrumental in driving cultural change that embraces people, engagement and partnerships. She combines her passion for collaborative partnerships with sound business acumen to implement a holistic approach that advances transportation programs and projects in the two counties. Gloria also serves as an ex-officio member of the Boards of the Los Angeles Metropolitan Transportation Authority (LA Metro), Ventura County Transportation Commission (VCTC) and the Southern California Regional Rail Authority (SCRRA/Metrolink). WTS-LA named her 2024 Woman of the Year. Gloria received a B.S. degree from Cornell University and an MBA from University of California-Davis.
