Jean Paul Gonzalez Santini is the Director of Economic Development and Planning for the Autonomous Municipality of Ponce, Puerto Rico, where he focuses on integrating mobility planning with economic development.

He has led key efforts to strengthen the SITRAS public transportation system, achieving a fully reimbursable model that allows the system to remain free for users while eliminating cost to the municipal budget.

Under his leadership, SITRAS has experienced strong growth, increasing fixed-route ridership by approximately 74% in recent years, while expanding paratransit services to better serve vulnerable populations.

In parallel, he has driven economic development through the Ponce Onboarding program, which has facilitated over $800 million in new investment by streamlining incentives and business processes.

His work centers on using mobility as infrastructure for economic growth—connecting people to opportunity and aligning transportation with long-term urban development.
