
José Quina Cuesta
José Quina is a seasoned Professional Engineer with 20 years of experience in developing large-scale infrastructure projects. Throughout his career, he has played pivotal roles in major highway and railway projects across various markets, including Spain (Spanish Government HSR Rail & Highway Network Expansion Programs), the United States (CHSR CP4 & P3 Projects in Texas, Virginia, North Carolina & Georgia), the Middle East (Qatar, Kuwait & EUA), Mexico (P3 Projects in CDMX), Colombia (4G Network – Rio Magdalena – Alto de los Remedios) and Chile (Santiago de Chile – Quilicura Interchange). José’s extensive international experience has equipped him with the skills to tackle infrastructure challenges in some of the world’s most densely populated urban areas, such as Mexico City, Santiago de Chile and the Dallas-Fort Worth metroplex. He has learned invaluable lessons from these projects, which have enhanced his ability to identify transportation issues and implement effective mobility solutions, significantly improving urban mobility for countless individuals. Since joining SENER in 2021, José has served as the Project Manager for the Detailed Design Project of the Tren Maya’s 5S Segment. Currently, he is spearheading Mobility’s business development efforts in the USA.
