A career public servant and graduate of Florida Agricultural & Mechanical University’s School of Business & Industry, Millicent Williams has served as the Director of the Portland Bureau of Transportation (PBOT) since July of 2023.  The 1,000 employee bureau is responsible for planning, designing, building, operating and maintaining the city’s transportation system which includes $21B in infrastructure assets (roads, sidewalks, bridges, signals and streetlights, capital planning and project delivery, regulatory and permitting services, parking and right-of-way management, EV/AV policy, modal administration and coordination, Portland Streetcar and the aerial tram, etc.)

Millicent is a five-time Mayoral appointee and has served as Executive Director of Serve DC - the Mayor’s Office on Volunteerism, President/CEO of the DC Youth Investment Trust Corporation and Director of the Washington DC Homeland Security & Emergency Management Agency. In the Dallas-Fort Worth area, she served as Coordinator of Emergency Management Operations and Parks and Community Engagement Administrator for the City of Glenn Heights.

Millicent rejoined the PBOT team after having served as Otak’s Oregon/SW Washington Regional Director for the Public Sector and as Corporate Director of Diversity, Equity, and Inclusion.  In her previous work at PBOT she served as the Capital Programs Division Manager from 2017-2020 and as the bureau’s Deputy Director from 2020-2021.
