Sandra Victoria Hidalgo Espinel has held public office as an Assemblywoman for the Republic of Ecuador.She currently serves as Metropolitan Councilor of Quito, since 2023. In her position, she has been a staunch advocate for ensuring that all Quito neighborhoods, including peripheral and underserved areas, have access to efficient and reliable public transportation.

She has actively worked through citizen participation, forming and leading community working groups to monitor compliance with service routes and frequencies, demanding accountability when these are deficient or nonexistent.

Hidalgo has also led sustainable mobility projects, promoting electric transportation and the use of public bicycles.She has championed pedestrianization projects in Quito's Historic Center, with the goal of conserving and preserving the city's heritage spaces.

She has inspected the Quito Metro, the largest mobility project in the capital, which is operating without a comprehensive, long-term maintenance contract, arguing that this poses risks to user safety and could impair the lifespan of all Metro system components.With these initiatives, Hidalgo seeks to reduce inequalities in access to transportation, ensure that no neighborhood is excluded, and improve safety and transparency in Quito's public transportation systems.
