From Deploying Robotaxis to White House Policy: Inside Zoox’s Urban Mobility Revolution

A chat with Ron Thaniel, Senior Director of Policy & Regulatory Affairs, Zoox and CoMotion’s Nick Perloff-Giles and Jake Laffoley.

CoMotion: Thanks for taking the time to sit down with CoMotion. You’ve had a long history in transportation, from White House political appointee to the U.S. Department of Transportation to transportation appointee to the Governor of New York to Assistant Executive Director at The United Conference of Mayors .. What brought you to Zoox, and what excites you about its technology?

Ron Thaniel: As an urbanist with years of experience advising mayors, governors, Congress, and federal agencies and the White House, and a technology enthusiast focused on the policy and regulation of testing and deployment of autonomous vehicles, I was excited to join Zoox as the Senior Director for Policy and Regulatory Affairs. My career has been incredibly rewarding. I have advised and represented big city mayors and governors across the country on how transportation and mobility can lead to more vibrant, sustainable,and affordable cities. From my time with the United States Conference of Mayors, to advising the Governor of New York, to my White House political appointment to the U.S. Department of Transportation National Highway Traffic Safety Administration (NHTSA), I have spent my career working to improve lives in cities through transportation policies and investments. Today, we are on the cusp of an autonomous transportation future. One that will revolutionize the way we move in cities and metropolitan areas. When I think about cities, it’s one where technology and shared autonomous mobility complements transit and promotes safer and more livable communities for everyone. Zoox will transform urban mobility, allowing cities to rethink how people travel, utilize land, and foster economic development.

Zoox was founded to create a purpose-built robotaxi that gives the world a better way to ride, which aligns with the foundation my prior experience has built in transportation. Joining Zoox allowed me to continue working in close partnership with cities, as I have done for many years, while advancing the national conversation about autonomous vehicles. Zoox’s robotaxi ride-hailing service will transform on-demand mobility in cities by building a safer, cleaner, and more enjoyable future on the road.

CoMotion: Zoox is approaching autonomous mobility a little bit differently than competitors; what sets it apart, and what unique applications do you see it serving?

Ron Thaniel: The full realization of autonomous mobility requires a vehicle purpose-built for AI to drive and humans to enjoy. Zoox has been working on its purpose-built robotaxi since 2014, and we are excited for more public riders to experience it. The Zoox robotaxis are unique for many reasons, one being that it’s bidirectional—meaning there is no ‘back or front’— enabling it to maneuver within urban, dense areas easily. Its bidirectionality, coupled with our four-wheel steering capabilities and sliding doors allow us to fit in tight curb spaces for seamless and safe pickup and drop-offs. We also have carriage-style seating, unlike any other vehicle on the U.S. roads today, which creates a more social experience for riders.

After launching in Las Vegas last Fall, Zoox is now the first company in the U.S. to provide a fully autonomous ride-hailing service in a purpose-built robotaxi! San Francisco is next on this list, and the waitlist is now open for signups through the Zoox App.

CoMotion: You head up the regulatory side of Zoox - where do you see the gaps in regulation right now in autonomy?

Ron Thaniel: Zoox is excited and optimistic about the future of AVs in the United States. We are at an inflection point in this industry, and the technology and adoption is accelerating globally. To keep America at the forefront of this innovation, there is an opportunity for the creation of a federal framework that could help clarify the path towards a safe deployment of autonomous vehicle technologies nationwide. At Zoox, we are particularly optimistic that under this Administration and Congress, AV companies, particularly those like Zoox deploying purpose-built robotaxis, will succeed and ensure the U.S. wins the race for this technology.

CoMotion: Can you share an update on your current testing efforts and the progress you’ve made in Los Angeles and Miami? Both cities have vibrant, historic urban cores with distinct architecture, street layouts, and cultures. What drew you to these two markets, and what aspects of testing there are you most excited about?

Ron Thaniel: Yes! Our test fleet has been operational in Miami since 2024 and Los Angeles since 2025. In both markets, we are expanding our testing areas, growing our local teams, and establishing operational facilities for vehicle maintenance and deployment. Miami is an ideal future service location due to its strong tourism economy, high reliance on ride-hailing, and openness to tech innovation, while Los Angeles presents a significant opportunity to provide a valuable alternative to the city’s well-known traffic congestion and car dependency.

We are most excited to address the unique mobility challenges of these complex urban environments. Our goal is to give people back valuable time, allowing them to relax, work, or socialize en route to their destination. Looking ahead, we’re working hard to progress our testing and bring our purpose-built robotaxi to Miami as well as Austin, TX.

CoMotion: Zoox has a ‘measured approach’ to development and deployment - tell us more about that.

Ron Thaniel: Yes, Zoox has always been thoughtful and measured in our approach to the rollout of our autonomous technology at every level. Before we ever drive our vehicles in any capacity, we first engage with local and state officials and regulators in that city before the public announcement. Our philosophy is “no surprises.” In most cases, cities are not our regulators; however, they are critical partners. We work hard to build these vital relationships, including with police, fire, and transit, well before testing operations begin. We also prioritize first responder engagement, sharing details of our test fleet vehicles and the robotaxi, answering questions, and learning from those engagements.

When you see a Zoox on the road, you can trust it’s backed by real-world preparation and ongoing community collaboration.

CoMotion: Lastly, Zoox has the potential to reshape cities - what do you think the lasting impacts of affordable, widely accessible autonomy will be in our densest, most economically vibrant urban metros?

Ron Thaniel: With the rise of on-demand ridehailing we’ve seen how quickly it can become a part of daily life and how that access can be taken for granted. We aim to complement existing public transportation with Zoox, by providing residents and commuters with affordable first-mile and last-mile services. Our goal is to develop complementary relationships with cities so that mobility is more accessible. Not only will we further untether Americans from personal automobiles in cities while helping to create more sustainable and vibrant places, but we will also make it fun!
