
Aileen Bouclé
With over twenty-five years of public agency and private sector experience, Ms. Bouclé has extensive knowledge and expertise in the transportation planning process, including project development and environment, as well as local, state, and federal funding requirements. She is the Executive Director for the Miami-Dade Transportation Planning Organization and is leading the charge, along with the TPO Governing Board, to provide mobility choices for the residents of Miami-Dade County through the local transportation planning process, and more specifically the Strategic Miami Area Rapid Transit “SMART” Plan.
Ms. Bouclé serves as the Miami-Dade TPO Trustee Member on the Affordable Housing Trust Fund Board (AHTFB) as an appointee of the Miami-DadeCounty Board of County Commissioners (BCC). In addition, she was also appointed to the Underline Board of Directors to represent the Miami-Dade TPO. She was also elected to the National Association of Regional Councils’ (NARC) Executive Director’s Council representing an At-Large Open seat. In her prior position as the Intermodal Systems Development Administrator with the Florida Department of Transportation (FDOT), she was responsible for the Transportation Planning Office, Concept Development Unit, Environmental Management Office, and the Freight Logistics and Passenger Operations Office, specializing in all modes of transportation including transit, aviation, seaport, rail, freight, pedestrian, bicycle, highway/roadway and intermodal facilities. Ms. Bouclé has advanced federal authorization and grants on numerous transportation projects in Miami-Dade County, including the 95 Express, which significantly increased the usage of commuter express bus service in South Florida. Prior to joining FDOT, Ms. Bouclé was a private sector Senior Planner involved in all aspects of Transportation Development, including land-use, project development, environment, right-of-way and traffic forecasting. Ms. Bouclé also served with the Miami-Dade County School Board as the agency MPO Liaison coordinating student-related transportation needs. She began her career as a Business Analyst with Dun & Bradstreet developing a strong financial base in business and real estate.
Ms. Bouclé has a Master of Science in Environmental and Urban Systems, with a specialty in transportation planning, as well as a Bachelor of Business Administration from Florida International University. She is also a Certified Professional Planner with the American Planning Association Institute of Certified Planners (AICP). In addition, Ms. Bouclé is a graduate of the American Association of State Highway and Transportation Officials (AASHTO) National Transportation Leadership Institute at Indiana University, as well as a graduate of the FDOT Freight Logistics Academy at the University of North Florida.
