
Boubacar Soumana Garanke
Colonel in Niger Armed Forces, Boubacar Soumana Garanké is a seasoned senior officer from the Military Engineering Corps and an expert in civil defence, risk management, humanitarian demining, and emergency response. As graduate of the Bundeswehr Command and Staff College (Germany), he brings over two decades of service in Nigerien Army, where he has held high-level operational, technical, and strategic responsibilities both nationally and internationally.
As former Regional Director of Civil Defence of Niamey and Deputy Commander of the National Firefighters Brigade, he has also served in United Nations peacekeeping missions. Since April 2024, Colonel Boubacar Soumana Garanké serves as the Administrator Delegate of the City of Niamey, responsible for municipal coordination, urban governance, and the strategic steering of local development projects.He has received numerous national and international distinctions and is fluent in French, English, German, Italian, as well as local languages Zarma and Hausa.Author of an ambitious Strategic Action Plan for the modernization of Niamey, Colonel Boubacar Soumana Garanké is deeply committed to the sustainable transformation of Niger’s capital city. His vision is grounded in efficient, inclusive, and forward-looking local governance, focused on urban resilience, innovation, and service to citizens and the common good.
