
Dr. Joan Shen
Dr. Shen is a transportation professional with over 29 years of experience in civil and transportation engineering across state, county, and municipal governments in South Florida. She currently serves as the Director of the Transportation and Mobility Department for the City of Hallandale Beach, where she leads initiatives to improve safety, mobility, public transportation, and overall quality of life for residents and visitors.Dr. Shen holds both a Master’s and Ph.D. in Civil Engineering from Florida International University (FIU). She is a licensed Professional Engineer (P.E.) in the State of Florida and a certified Professional Traffic Operations Engineer (PTOE) through the Institute of Transportation Engineers (ITE). She also holds an Advanced Maintenance of Traffic (MOT) Certification.Throughout her career, Dr. Shen has held key leadership roles at the Florida Department of Transportation (FDOT), Miami-Dade County, Broward County, and several municipalities, including the Cities of Doral and Hollywood. Notably, she served as Chief of the Traffic Engineering Division at Miami-Dade County, where she oversaw countywide traffic operations and developed solutions to complex transportation challenges. She also served as the FDOT District 6 Modal Development Administrator, leading the Modal Development Office.Her professional mission is to enhance livability through innovative transportation strategies that reduce congestion, improve safety, and support multimodal mobility. She began her career as a Graduate Research Assistant at FIU’s Lehman Center for Transportation Research and has received numerous awards, including the Gates Millennium Scholarship and the Eno Fellowship.
