
Thomas Ashley
Tom leads Voltera’s policy, regulatory, and government and utility relations strategy. With deep expertise in clean energy, transportation, and electrification, he works to expand the electric vehicle (EV) and charging infrastructure market. His efforts focus on driving investment in charging networks, strengthening EV-grid integration, advancing equity in EV access, accelerating fleet electrification, and fostering collaboration across government and utility partners to shape the future of mobility.Before joining Voltera, Tom built and led the Policy & Market Development practice at Shell Recharge Solutions (formerly Greenlots). In this role, he was instrumental in establishing industry frameworks for interoperability, managed charging, and utility infrastructure investment. He also helped guide corporate growth strategy and global e-mobility policy priorities for Shell.Previously, Tom served as Director of Utility and Regulatory Affairs at PlugShare, where he concentrated on the policy landscape enabling vehicle-grid integration. His career began in government service, with experience spanning the U.S. Senate Committee on Environment and Public Works, the U.S. Department of Commerce’s International Trade Administration, the Vermont Department of Public Service, and the California Public Utilities Commission. He also consulted for the Electric Drive Transportation Association and even briefly ran for public office in his home state of Vermont.Tom holds a bachelor’s degree in fine arts from the University of Southern California and earned his Juris Doctor and Master of Studies in Environmental Law from Vermont Law School, specializing in energy and climate law and policy.
