Tom manages the on-road incentive programs at the South Coast AQMD, overseeing various heavy and light duty vehicle incentive programs such as Carl Moyer, Proposition 1B Goods Movement, and Clean Cars for All. He also manages infrastructure programs that support zero-emission vehicles & equipment in the South Coast air basin. Tom holds a Mechanical Engineering degree from UC Irvine and is a CA Licensed Professional Engineer.
